十五大报告在关于政治体制改革和民主法制建设的论述中指出:“一切政府机关都必须依法行政,切实保障公民权利,实行执法责任制和评议考核制”。把评议写进党的政治报告,这还是第一次,而且明确地把评议与考核结合起来,并用制度的形式加以肯定,加以实施,这说明执法责任制和评议考核制以及错案责任追究制,作为行政执法制度、司法制度改革的内容提到了党的议事日程,为我们开展评议工作指明了方向。当前开展评议工作,首要的就是要用十五大报告精神深化我们对评议工作的认识。

At present, the primary task of conducting the review work is to deepen our understanding of the review work with the spirit of the 15th Party Congress.
