略论南宋政府对淮南地区人地关系之调整

淮南地区自然环境优越,是发展农业生产的优良之地,但在宋金战争中人口锐减、经济凋落,社会发展遭受了沉重打击。南宋政府为巩固淮南的战略地位,推出了清剿流寇、招抚流民、屯田营田、修建水利等政策措施,力图调整人地关系,恢复淮南的人口与经济。但作为对敌前线,淮南已经失去了恢复和发展的和平环境,宋金之间战和不定的政治关系实难让百姓安居乐业,地广人稀局面也难以扭转。

The excellent natural environment in Huainan is a good place for agricultural development. However, in the Song and Jin dynasties, the population dropped sharply, the economy fell and the social development suffered a heavy blow. In order to consolidate the strategic position of Huainan, the Southern Song Government launched policies and measures such as extermination of criminals, appeasement and fooling of migrants, establishment of fields and construction of water conservancy projects in an effort to restore the population and economy of Huainan. However, Huainan, as the enemy front, has lost its peaceful environment of restoration and development. The war and unstable political relations between the Song and Jin really made it difficult for the people to live and work in peace and contentment. The vast and sparsely populated situation was also difficult to reverse.
