在科技、经济发展中，研究与开发日益成为国际竞争与合作的焦点。为发展和提高我国的高新技术，科学研究与开发已被国家列为科技发展的战略重点。鉴于科学研究与开发中信息利用的极其重要性和特殊性，本文详细分析了科研开发中的科学研究人员、试验开发与技术人员、管理经营人员等三类信息用户群特点以及他们对信息的特殊需求，以便信息机构和信息服务人员针对科学研究与开发的特殊需求提供全面的信息服务。
In science and technology, economic development, research and development have increasingly become the focus of international competition and cooperation. In order to develop and improve our country’s high-tech, scientific research and development have been listed by the state as a strategic focus of scientific and technological development. In view of the extremely importance and particularity of information utilization in scientific research and development, this paper analyzes in detail the characteristics of three types of information users in scientific research and development, such as scientific research personnel, experimental development and technical personnel, management personnel and their special Needs, so that information agencies and information service personnel for scientific research and development of special needs to provide a comprehensive information service.
