当人类社会跨入21世纪的时候,我们党召开了为新世纪确定行动纲领的第十六次代表大会。江泽民同志在十六大报告中提出了全面建设小康社会的奋斗目标,明确地把“全民族的思想道德素质、科学文化素质和健康素质明显提高,……促进人的全面发展”作为“全面建设”的根本要求和核心目标确定下来,符合最广大人民的根本利益和愿望,是在建设中国特色社会主义的道路上实现中华民族伟大复兴的一个重要而关键的战略措施,意义十分重大。
