住房和城乡建设部总工程师王铁宏近日在“第五届城市竞争力国际论坛”上致辞,介绍了住房和城乡建设部推进建设领域节能减排取得的阶段性成效:一、配套法规逐步完善。目前,《节约能源法》已将建筑节能作为重点领域,并明确了主管部门和地方政府对建筑节能的职责,对关键法律制度作出了规定。同时,作为建筑节能领域的专门法规《民用建筑节能条例》已于近期颁布,对建筑节能相关制度和重点均做了明确的规定,必将对全国建筑节能工作产生重大的推动作用。

At the same time, as a specialized regulation in the field of building energy efficiency, the Regulations on Energy Conservation in Civil Buildings were promulgated in the near future, which clearly stipulated the relevant systems and priorities of building energy conservation and will surely have a significant impetus to the nationwide building energy conservation.
