3月5日,在温家宝总理的政府工作报告中,“区域协调发展”被提到一个史无前例的高度,再次成为备受关注的焦点。目前,中国东部、中部、西部和东北四大板块协调发展的整体战略逐步确立。从国家区域政策实施和宏观经济调控的角度出发,各区域之间发展存在不平衡的特点。为了解决东部与其他区域间的发展不平衡,国家将通过财政转移支付等制度,带动中西部与东部共同发展,而不是过去计划经济中所实行的“拆东墙补西墙”。
On March 5, in Premier Wen Jiabao’s government work report, “the coordinated development of regions” was referred to an unprecedented height and once again became the focus of much attention. At present, the overall strategy for the coordinated development of the four major plates in eastern, central, western and northeastern China has been gradually established. From the perspective of the implementation of national regional policies and macroeconomic regulation and control, there are imbalances in the development of various regions. In order to solve the imbalance of development between the eastern region and other regions, the state will promote the common development of the central and western regions and the eastern part of the country through the system of financial transfers and other payments, instead of “demolishing the western wall” in the planned economy in the past.
