姜圣阶同志早年毕业于天津工业学院,后留学美国,就读于哥伦比亚大学研究生院。1950年学成回国,曾长期从事化工与核能研究和领导工作。1977年—1982年任核工业部副部长,现任国家核安全局局长、核安全专家委员会主任,并兼任中国核工业总公司科技顾问、中国核学会理事长,同时,他还是六届、七届人大代表。他在长期的工作中为我国核工业发展和核武器的研制作出了重要贡献,多次获得国家奖励,是1986年元月中央领导接见的10位核科学家之一。姜圣阶同志无论是在担任基层领导期间,还是担任部、局领导工作期间,都十分重视档案工作。1988年8月26日下午,我访问了姜总(人们亲切地称姜圣阶同志为姜总)。他听说《档察工作》杂志记者要访问他,十分高兴。尽管姜总前不久刚做完手术,身体尚在恢复之中,且工作很忙,上午又刚开完国家核安全局的会议,但下午又在他的办公室热情地接受了记者的采访。姜总首先介绍了我国核工业状况,他说,我国核工业创建于50年代中期,到现在已经有三十多年历史
Comrade Jiang graduated early in Tianjin Polytechnic Institute, after studying in the United States, studying at Columbia University Graduate School.
