During the late Qing Dynasty, China and the DPRK were both invaded by the capitalist powers and the traditional suzerainty and vassal relations were facing the challenge of the outside forces. In order to maintain the relations between the suzerainty and vassal states of China and North Korea and safeguard the territorial integrity of China, the Qing government formulated and adjusted the policy toward the DPRK on many occasions. In the early days, the policy of “passive intervention and self-preservation” was the dominant principle. In turn, it adopted the policy of “restrain one another from barbarians.” As the Japanese and Russian forces expanded their dynasties, the Qing government eventually moved toward full internal interference in the internal affairs and foreign policy. With the implementation of this series of policies, the relations between the suzerainty and vassal states in China and the DPRK also broke loose from disintegration.
