国务院办公厅1987年19号文件批转了农牧渔业“关于东、黄、渤海主要渔场渔讯生产安排和管理的规定”和“关于近海捕捞机动渔船控制指标的意见”。作者认为,19号文件是国务院[1981]63号文件、[1983]134号文件的继续,它是国家根据发展渔业生产的总方针,结合当时生产和资源的实际,提出的对我国近海主要渔场渔网生产宏观安排和管理的规范性文件。作者针对个别的同志不同看法,进一步肯定19号文件的正确性,对东、黄、渤海渔场安排及管理及意见作进一步阐明。
The State Council General Office Document No. 19 of 1987 approved the Provisions on the Arrangement and Management of Fishing Information in Main Fishing Forages of the East, Yellow and Bohai Seas and the Opinions on the Control Index of Fishing Fishes in Offshore Fishes. The author believes that document No. 19 is a continuation of Document No. [1981] No. 63 [1983] No. 134 issued by the State Council in 1981. It is a measure that the state has proposed in accordance with the general principle of developing fishery production and the actual production and resources at that time. Normative documents on macroscopic arrangements and management of fishing net production. In response to the different views of individual comrades, the author further affirmed the correctness of Document 19 and further clarified the arrangements, management and opinions on fisheries in the East, Yellow and Bohai Seas.
