饶主席、各位委员、各位同志:本年一月底华东军政委员会举行第一次全体委员会议时,我曾经根据饶主席「关于华东军政委员会工作任务的报告」以及华东当时财经工作的情况,提出华东财经工作的具体任务。以后华东军政委员会根据中央人民政府政务院和政务院财政经济委员会各种重要决定和指示以及本区情况的发展,作了新的部署。五个月来,我们在政务院财政经济委员会和华东军政委员会的统一领导之下,依靠全区群众、各级人民政府工作人员及各界民主人士的支持、协助和努力,华东财经工作会获得了一些成绩;但由于对广大新区情况了解不够,经验不足,亦曾有不少缺点和若干错误。今将执行情形择要报告如次,请各位加以审查和指正:
