近年来,虽然在42项民间投资实施细则等相关鼓励和引导投资的政策的效应在逐步显现,但由于各种“玻璃门”“、弹簧门”现象依然大量存在,民间资本的大量进入仍然障碍重重,加之宏观经济形势严峻,民间投资增速呈逐月下降趋势。要扭转下滑局面,需要进一步改善投资环境,吸引民间资金进入,充分激发社会资本的市场活力,是实现和保持我市领先发展,科学发展,又好又快发展的重要保障。为此,我们通过问卷调查和开座谈会的形式,结合当前民营经济发展形势以及先进地区的经验,在相关理论指导下,深入分析,全面查找我市在促进民间投资环境上存在的问题和不足,进而提出有针对性、操作性较强的对策措施。
