从福州到南平,行驶在316国道上,过往的大货车中,60％挂的是外省牌,但它们的所有权人大都是福建人。为什么会这样呢?主要原因是一些省的车辆管理部门,为谋私利,违反车辆管理规定,通过我省一些非法中介人,将我省车辆外挂他省车牌,折价收取车辆管理税费,年检时派人来我省不经检验直接盖章。由于不检车,本省不符合报牌条件的车辆(包括报废车)挂上了外省牌,车辆加长、加宽、加装钢板,加大轮胎、大吨小标等也无人监管。比如,后八轮的车因未上国家目录,在我省上不了牌,中介人就介绍到外省报了牌。
