对外出口不畅和对内产能过剩导致我国农药三大主流品种的生产企业均徘徊在亏损边缘。《“十二五”农药工业发展专项规划》的出台无疑将加快我国农药企业的兼并重组。业内人士认为,安全认证的繁琐程序和高额费用是中国农药出口的主要掣肘,建成大的农业生产企业集团有助于突破这个瓶颈、促进出口,并通过加强技术和服务创新增强国有品牌的国际竞争力。同时,政府部门应加强对农药行业准入的监管。
