陆宝忠,江苏省太仓县人,出生年月待考,光绪二年(1876年)进士,光绪三十四年(1908年)病逝。历任清政府学政、南书房行走、内阁学士等职,毕生致力文教工作。他受过严格的封建教育,进而对封建教育发生怀疑,苦闷。后来受到维新派反对八股取士的科举制度的影响,认识到人才衰乏,民智晦盲,国势末振,都是由于教育落后所至,
