葛洲坝集团公司与德国两家公司组成联营体,共同实施二滩Ⅱ标地下厂房工程,在由外国公司牵头的联营体内,葛洲坝方在全面参与经营管理的同时,经历了分包施工、提供零星劳务和准备大量提供劳务三个阶段,取得施工生产的积极进展,积累了国际合作条件下营建国内大型水电站的经验,提出了国内水电施工企业参与国际合作工程经营管理的与监督保障体系,队伍培养方向,理论政策研究及经济索赔等若干思考。
