“63.8”大水后,海河已安澜了32个春秋。然而,平静中孕育着危险,安澜中潜伏着威胁。大批水利工程经过30多年风吹雨打需要整修,有的工程是文革期间修建的,先天不足,已达不到设计标准,更没有经过大水的考验。洪涝,依然是海河人民的心腹之患。 令人欣慰的是,海河人民始终扭住洪兽不放,防汛工作年年抓,岁岁迈大步。在今年大汛即将到来之前,记者采访了地处海河流域的京、津、冀三省市,看到今年的海河防汛呈现出以下特点:
