我国邮攻发行报刊,一般认为是解放后开始的。最近,从贵州邮政英文资料中发现,清宣统二年十一月一日(1910年12月2日)起,贵阳邮局曾一度发行过“贵州公报”。1910年12月2日,大清邮政贵阳邮局署邮务总办杜达(英籍印度人)向北京邮政总巡察帛黎(法国人)写了一份报告,附有与“贵州公报”签订的发行合同(英文本),及“贵州公报”样张,该报每天出版1000份,其中500—600份自宣统二年十一月一日起交由贵阳邮局在本地发行,发行承包费用为每月公估银5两(票银),发行量增至1000份时,发行承包费增为8两。邮局要求报纸宣传邮政业务以增加邮政收入,报社同意在第一版标明该报在贵
