“八五”计划以来,西藏自治区乡镇企业在党的一系列改革开放政策指引和区党委、政府的正确领导下,在各部门的大力支持下,坚定不移地执行了党中央、国务院“积极扶持、合理规划、正确引导、加强管理”的方针,较好地贯彻落实了区党委、政府关于大力发展乡镇企业的决定,艰苦创业,开拓进取,全区乡镇企业多种经营呈现出持续、稳步、健康发展的好势头,两年完成了“八五”计划任务,4年实现了到本世纪末的奋斗目标。乡镇企业多种经营已经成为全区农村经济和社会的重要力量,成为全区农村、牧区脱贫致富,实现小康目标的必由之路,也是全区国民经济活力最强、发展最快的增长点。实践证明,乡镇企业多种经营的发展与壮大,促进了全区政治稳定、经济发展、社会就业和人民生活水平的提高。
Since the “Eighth Five-Year Plan”, the township and village enterprises of the Tibet Autonomous Region have unswervingly implemented the “active” policies of the Party Central Committee and the State Council under the leadership of the Party’s series of policies for reform and opening up and the correct leadership of the Party committees and governments under the leadership of the various departments. The policy of supporting, rational planning, correct guidance, and strengthening management has well implemented the decisions of the district party committee and government on vigorously developing township enterprises, working hard and pioneering, and the diversified operations of the township and town enterprises in the region have shown continuous and steady progress. The good momentum of healthy development has completed the tasks of the “Eighth Five-Year Plan” in two years and achieved the goal of fighting for the end of this century in four years. The diversified management of township enterprises has become an important force for the rural economy and society in the region, becoming the only way for the rural areas and pastoral areas in the region to get rid of poverty and achieve prosperity. It is also the strongest and fastest growing growth point for the national economy in the region. Practice has proved that the development and expansion of diversified businesses in township and township enterprises has promoted political stability, economic development, social employment and people’s living standards in the region.
