农业合作化完成以后,农村生产关系起了根本变化,原来以个体经济为基础的农业税征收办法,已经不适用了。因此,从1958年起亟需进行农业税制改革,实行新的征收办法。但由于目前全国农业税条例尚未公布,本省实行夏季计征的地区,暂不进行依率计征。各地在夏收基本结束后,应先发动群众进行预交,待新的征收办法公布后再行计征。兹将有关预交工作的几个问题通知如下:一、以夏收为主的关中地区和宜君、宜川、洛川、黄陵等县,应根据各市、县(区)
