目前，山东省部分地区实行了母婴保偿制。有报道说：在农村实行保偿制，就减轻农民负担、促进妇女和儿童健康来说，是一件实实在在的好事。也有报道说：保偿制由于收取了保偿金，所以增加了农民的负担。好多地方政府由于没有弄清楚此种制度的性质，而把保偿制作为增加农民负担
