在调研的基础上探讨了目前在黑龙江省森工系统进行的“森林资源管护经营责任制”试点改革的主要内容、成效和意义,并对问题进行了思考。这项试点成效最引人瞩目之处是它找到了林业生态效益与经济效益相结合的最佳物质结合点,使森林资源管理开始了一个崭新的局面。对两个影响到森林资源管护经营责任制试点内容的完整性和科学性的问题作了重点讨论,并对深化国有森土企业改革提出了自己的看法。
On the basis of the investigation, the author discusses the main contents, achievements and significance of the pilot reform of “the responsibility system of forest resources management and management” currently carried out in the forest industry system in Heilongjiang Province. The problems are also considered. The most striking feature of this pilot project is that it has found the best material combination of forestry ecological benefits and economic benefits that have led to a brand new situation in forest resource management. The two issues that affect the integrity and scientific nature of the pilot content of the forest resource management responsibility system were discussed in detail and put forward their own views on deepening the reform of the state-owned forest and soil enterprises.
