The article summarizes the main achievements of Zhangpu County after the liberation, especially the reform and opening up of water conservancy construction practice over the past 20 years. It analyzes the hot and difficult problems of Zhangpu County’s water conservancy management reform and development in depth, and on how to further strengthen Zhangpu County in the 21st century reform and development of water management put forward a number of insightful ideas and countermeasures.
