随着改革的深化和政府职能转变,原来由政府承担的大量事务性工作,将不断向社会转移。居委会原来作为政府的“一条腿”所承担的工作,也应该通过社区事务社会化的办法,由中介组织这个载体来具体承接,让居委会从大量的事务堆中解脱出来,还居委会自治的本来面目。上海市闸北区天目西路街道办事处推进社区事务向社会化转化,做出了可贵的尝试。
