三中全会以来,随着党的工作重点的转移,我国的卫生检疫管理也发生了很大变化。一九七九年六月我国政府正式承认《国际卫生条例》,同时又派出了我国第一个检疫和传染病监测考察组。在年底召开了全国卫生检疫工作座谈会,在会上考察组作了汇报。会议根据世界各国的检疫动向和我国的具体情况,对检疫管理提出了一系列的改革建议。经过充分讨论将取得一致意见的许多改革措施写入了会议纪要。随后组织人员对
