Before the Gutian Conference, the Red Army had twice held an enlarged meeting of the former Committee of the Gov. Church in Zaikang Village, Bai Sha Town, Shanghang County. The meeting of “pre-Kang” was “a meeting of special significance in the history of our army and our army.” It convened “laying the foundation for organizational guarantee and ideology” for the victory of the Gutian Conference and thus became the “cornerstone” of the Gutian Conference.
