党的十七大提出要把事业资产管理工作提到更重要的位置考虑。它既是促进各项事业繁荣发展的重要基础保障,也是完善公共财政体系建设的重要内容。做好新时期事业资产管理工作是贯彻落实科学发展观、构建和谐社会的具体体现,是建设责任型、服务型政府的必然要求;是完善财政职能、深化财政改革的重要内容。新形势下事业资产管理工作既面临着好的发展形势,也面临着许多亟需解决的问题,需要开展长期持久的工作。各级财政部门要抓住有利时机,进一步统一思想认识,健全管理体制,完善管理制度,创新管理方式,提高管理水平,建立起事业资产管理发展的长效机制。
