1991年为太湖泄洪,一张《太湖流域水系图》在红旗圹炸坝的过程中发挥了重要作用,不但为金山县节省了大量的人力、物力、财力,还使八个乡镇的12万亩农田和众多的工商企业免遭水患,减少经济损失4000万元。 提起红旗圹,稍有年岁的人也许知道,这坝是五十年代末为保护上海,防止太湖洪水入侵而修筑的。如今,为降低太湖水位,减轻江浙二省的灾情,上级决定于7月5日炸坝泄洪。 怎么办?离炸坝泄洪还有一个星期。雨,仍滴滴答答地下个不停;水,还在一个劲地往上涨。太湖告急！金山也危在旦夕！是听天由命,任其泛滥;还是积极进取,抗灾自救,把洪水拒之于门外?前者死路一条,后者困难重重。金山有长达300公里的市县级河道,圩堤标高定为多少?标准太高,时间不允许;标准太低,又不起作用。如何定夺?最终将取决于对邻近地区的水文、气象、水系分布等因素的综合分析。可现在,各方面的资料都有了,唯独没有一张上游水系图,因而无法确定炸坝后究竟有多少洪水从我县经过。为此,大家十分焦急。
