上海港务局从1988年起,按照市委市政府提出的“充分发挥上海优势,认真做好对口支援工作”的精神,结合用工制度改革,先后多次从老、少、边、穷等地的14个县区招收了4000多名农民承包工,其中包括从重庆、贵州地区招收的以土家族、苗族、布依族为主的少数民族承包工。几年来,在市委市政府的领导和市民宗委的关心指导下,港务局将少数民族承包工的管理工作,纳入到企业发展总体规划之中,作为加强企业管理的重要组成部分,做到思想到位、组织到位、措施到位,对他们政治上加强领导,思想上真诚关心,生产上悉心指导,经济上脱贫致富,逐步摸索出一套行之有效的管理办法,取得了良好的效果。几年来,少数民族承包工中先后涌现出一批批先进典型,其中有1994年在抢救“长征”轮灭火战斗中光荣牺牲的土家族消防队员冉隆泽;有荣获“上海市优秀进城务工青年”称号的冯流康;有被团市委授予“外包工十佳青年”、四川省授予“十佳打工仔”、被誉为承包工状元的谢玉坤;有被局团委授予优秀团员和新长征突击手的常召兵等。
