随着改革的进一步深入,一些地区机关在年度考核上引入末位考核制度。笔者认为,考核末位人员当诫勉,要结合实际,制订切实可行的实施方案,切不可视作一种潮流和创新。 各地在实行末位制度时,基本可概括为一个共同前提,三种不同方式。一个共同前提是适当降低末位人员工资福利比例;三种不同方式,第一种是继续留岗,兢业工作;第二种是实行待岗,工作脱钩;第三是末位淘汰,辞职辞退。笔者认为第二、第三种方式不可取,第一种方式较为妥当,末位当诫勉。主
With the further deepening of the reform, some local authorities introduced the last-minute assessment system on the annual assessment. The author believes that when people at the bottom of the examination make admonitions, it is not to be regarded as a trend and innovation to formulate practical implementation plans in light of reality. When implementing the last system in different places, the basic conditions can be summed up as one common premise and three different ways. One common premise is to appropriately reduce the proportion of the wages and benefits of the last-minute staff. There are three different ways. The first one is to keep posts and serve hard work. The second is to put off work and work. The third is to eliminate the last position and resign. The author believes that the second and third ways are not desirable, the first way is more appropriate, the last place as admonition. the Lord
