晋升是一种“一夜暴富”“富者更富”的哲学,单用抽象的“能力优先”或者“德才兼备”是无法解释很多现实问题的。因为曾经多次组织评奖工作,发现了很多评奖过程中的奥秘。评价最难的是什么?是评委如何从一大堆事迹材料中找出更加突出的那个人。这类似于在一大堆“德才兼备”的人中间,找到那个“幸运儿”。
Promotion is a philosophy of “overnight prosperity” and “richer people”. It is impossible to explain many realistic problems with abstract “ability first” or “virtue and ability both” alone. Because I have organized the awards several times, I found many mysteries in the process of awards. What is the hardest thing to evaluate? It’s how the judges find the more prominent person from a whole bunch of stories. This is similar to finding the “lucky boy” among a bunch of people with “both ability and political integrity.”
