今年全省重点建设工作的指导思想是:抓全投、抓重点、抓突破,把重点项目的建设和管理提高到一个新的水平。(一)1999年全省重点建设的任务繁重而艰巨今年,我们面临的形势是,经济增速放慢,物价持续走低,消费需求不振,国内出现了通货紧缩。通货紧缩表现在三个方面:一是物价持续下降。全国是21个月,四川是16个月物价持续下降。二是经济增长速度持续降低。我省去年经济增长速度是9.1%,今年一季度是7.6%,比全国一季度平均经济增长速度8.3%还低。二季度我省经济增长速度还要降低,因为四月、五月我省工业是负增长,估计我省二季度经济增长速度也就是6%左右。第三是企业开工不足,失业率增加。目前,我省国有中、小企业开工不足,下岗职工增加,煤矿企业要关井压产,纺织企业要压锭限产,钢材要限产增效,小火电也要关停一批。这就是我们面对的形势,它已经引起了党中央、国务院的高度重视。面对这样的形势,中央采取的方针是三条:第一条是继续加大投资拉动,这是国外国内,东方
