本文对投资、引进如何才能获得最佳效益的种种问题进行了探讨。对引进方式进行了简单概括。提出在不能“以出养进”的情况下,更要慎用外汇,提倡开拓型样机引进方式。在微电子工业成为领航工业的今天,当务之急是要把我国半导体集成电路专用设备搞上去。其方法是,立足于研制,采取引进与研制并重的方针。在投资与引进的安排上,必须把当前已倒置的几个比例关系迅速地纠正过来。结论是,必须成十成百倍地加强对半导体微细加工技术设备的投资与引进。这些设想如能引起同行、专家、学者、管理干部及决策者们的注意,并能进行广乏讨论与专题论证,则我国微电子工业的腾飞将指日可待。
