主席、各位同志、各位朋友:中共中央政治局提出的1956到1967年全国农业发展纲要(草案),是在“十七条”的基础上扩充发展起来的。在1955年11月间,毛主席先后同中共的14个省的省委书记和内蒙古自治区党委书记,就全国农业发展问题交换了意见,共同商定了“十七条”。1956年1月,毛主席又在同各省、市、自治区的负责同志商量之后,将十七条扩充为四十条,拟出了这个纲要的草案初稿。最近几天,由中共中央邀请了在北京的工业、农业、医药卫生、社会科学等各方面的科学家、各民主党派、各人民团体的负责人和文化界、教育界的人士,共1,375人,分组进行了讨论。经过这次讨论,又采纳了一些很好的意见,做了一些修改。在这次讨论中,还有一些有益的意见,也是在今后工作中应该注意,应该解决的,但是不便写在这个纲要里面去。这个纲要草案的修正稿,经过中共中央政治局1月23日通过,
Chairman, Comrades and Dear Friends, The Outline of the National Agricultural Development Plan (Draft) from 1956 to 1967 proposed by the Politburo of the CPC Central Committee and the Government was expanded on the basis of “Article 17”. In November 1955, Chairman Mao successively exchanged views with the provincial Party committee secretary of the 14 provinces of the CPC and the party secretary of the Inner Mongolia Autonomous Region on issues concerning agricultural development throughout the country and jointly agreed on “Article 17”. In January 1956, after consulting with the responsible comrades in various provinces, municipalities and autonomous regions, Chairman Mao extended the 17 articles to 40 articles and drafted the first draft of this outline. In recent days, a total of 1,375 scientists, officials from various democratic parties and people’s organizations and people from all walks of life in the fields of industry, agriculture, medicine and health, social sciences and other fields in Beijing were invited by the CPC Central Committee. The grouping is discussed. After this discussion, we adopted some good suggestions and made some changes. In this discussion, there are some useful suggestions which should be paid attention to and should be solved in future work, but it is inconvenient to write down this outline.
