1987年,由烟台市公路勘察设计院承担烟威公路的工程可行性研究报告的编制,1988年由省交通厅组织评审通过,继续由烟台、威海两市共同编制初步设计。省交通厅以(1990)6号文批准了该项目的初步设计,并将东出口9.2公里作为第一期工程纳入1990年公路改造工程计划。第一期工程1990年3月开工,1991年10月竣工通车。其余的路段全部作为第二期工程,1992年初开工,1994年底竣工。
In 1987, Yantai Highway Survey and Design Institute undertook the compilation of the project feasibility study report of Yanwei Road. In 1988, it was reviewed and approved by the Provincial Department of Communications, and the preliminary design was jointly prepared by Yantai and Weihai cities. The Provincial Department of Communications approved the preliminary design of the project with (1990) No. 6 document and included the 9.2-kilometer-long east exit into the 1990 highway reconstruction project as the first phase of the project. The first phase of the project started in March 1990 and was opened to traffic in October 1991. The remaining sections of all as the second phase of the project, started in early 1992, completed by the end of 1994.
