2006年12月28日,民政部召开“儿童福利机构设施建设蓝天计划”和“农村五保供养服务设施建设霞光计划”启动工作视频会议,对实施“蓝天计划”和“霞光计划”做出安排、进行部署。民政部副部长李立国出席会议并讲话,民政部副部长窦玉沛主持会议。社会福利和社会事务司、最低生活保障司有关同志及新闻媒体记者在主会场参加了会议。在分会场参加会议的有各省(自治区、直辖市)、计划单列市、新疆生产建设兵团民政厅(局)长,以及社会福利处、低保处及社会福利机构、敬老院的有关同志。“蓝天计划”是由民政部本级每年安排福利彩票公益金2亿元,与地方政府投入和民政部门福利彩票公益金使用安排相结合,力争用5年时间,从中央到地方投入资金60亿元,在全国大中城市建设和完善集养护、教育、康复于一体的儿童福利机构。“霞光计划”是民政部本级每年安排福利彩票公益金不少于1亿元,与地方政府投入和民政部门福利彩票公益金使用安排相结合,力争用5年时间,从中央到地方,投入50亿元左右,在全国建设和改造农村五保供养服务设施,到“十一五”末期基本解决五保对象的居住和供养需求。据了解,在同一个时期内,集中使用福利彩票公益金,动员全系统的力量,同时启动针对城乡孤残儿童和农村五保供养对象的两个大型公共服务重点工程建设,这在民政工作历史上是空前的。这是在全国民政系统认真贯彻落实第十二次全国民政会议精神,努力开创民政工作新局面的重大举措。
