由于当今全国的科研队伍格局与50～60年代相比已发生巨大变化,再现当年中国科学院“一览众山小”的旧日辉煌已经不可能,也没有必要。在规划中国科学院的长远发展目标时,一定要审时度势,找准自己的战略地位,把科学院作为全国一盘棋上的一个重要棋子,起到应有的作用。科学院的一部分作用体现在前瞻创新上,即为国家经济发展特别是高技术产业发展提供部分技术源泉,但科学院最主要的作用应体现在领头完成国家战略性的重大科研任务上,为提高我国综合国力做贡献。科学院的作用应当具有不可替代性。我认为,科学院发展信息技术的指导思想应该是转变观念,解放思想;前瞻创新,专利导向;战略为重,勇挑大梁;有所不为,集中力量;辐射产业,共创辉煌。
Since the pattern of the research team in the country today has undergone tremendous changes compared with those in the 1950s and 1960s, it is not possible or necessary to reproduce the old glory of the Chinese Academy of Sciences at that time. In planning the long-term development goal of the Chinese Academy of Sciences, we must make the best of the situation and identify our strategic position and play a due role in the Academy as an important pawn in the national game. The role of CAS is reflected in forward-looking innovation, which is to provide some technical sources for the development of the country's economy, especially in the development of high-tech industries. However, the most important role of the CAS should be to take the lead in accomplishing major strategic tasks of the country and in order to improve China's comprehensive National power to make contributions. The role of academies should be irreplaceable. In my opinion, the guiding ideology for the development of information technology in the Academy of Sciences should be to change concepts and emancipate the mind; forward-looking innovation and patent-orientation; strategy as the most important and courageous choice; to make ends meet and concentrate; to create brilliant industries.
