香港自1842年英国接管以后,到1992年英女王共委任了28位香港总督.在人选问题上从未听取过香港人的意见,更没有过香港人出任首脑的历史.如今,150多年后的1996年12月16日,李鹏总理发布中华人民共和国国务院今(第207号),任命经香港特区第一届政府推选委员会400名委员无记名投票选举的董建华(获得320票),为中华人民共和国香港特别行政区第一任行政长官.这一任命,标志着香港回归祖国后将开始一个全新时代,由港人自己来选择最高行政首长,在香港的历史上是第一次,充分体现了中国政府在香港实行“港人自治”、高度自治”的决心.
