一、区域性教育人力资源经营的界定区域性教育人力资源经营是指以县(市、区)为一个单独的建制,在所在区域教育局的领导下,成立区域教育人力资源交流服务中心,负责整个区域的教育人力资源的经营和运行。其工作职能是,以合理配置教育人力资源为根本出发点,以提高整个区域内的教育人力资源的综合效能为目的,通过对区域内教育人力资源的优化配置,从整体上筹划、营谋区域内各学校、幼儿园管理功能的发挥,以期促进整个区域各学校、幼儿园管理效能的提升、管理水平的提档升级。其内涵主要体现在以下四个方面:
