1980-1990:十年“靠天”,半梦半醒间中国民航企业化的历史可以追溯到上世纪80年代。在此之前,民用航空事业的基本体制是军事部门(空军民航局)直接垄断经营民航运输业。作为军事单位,民航对航空运价以及乘机人身份实施严格管制,无偿服务的职能大大多于经营获利的任务,基本不赢利 1980-1990: Decades of Relying on Heaven, Half-Dreaming The history of China’s civil aviation enterprise can be traced back to the 1980s.
