The pharmaceutical industry is a special andimportant technological field.On the onehand,the invention of a new drug requires alarge investment and a long cycle,has highrisks and is strongly dependent on the protectionof intellectual property rights (IPR);but on the other hand,the IPR protectionof pharmaceuticals will inevitably enhancetheir prices and thus it can be argued thatthey adversely affect public health.
