第五条国务院公安部门负责全国道路交通安全管理工作。县级以上地方各级人民政府公安机关交通管理部门负责本行政区域内的道路交通安全管理工作。县级以上各级人民政府交通、建设管理部门依据各自职责,负责有关的道路交通工作。【释义】本条是关于道路交通安全管理体制的规定。
Article 5 The public security department under the State Council shall be responsible for the administration of the national road traffic safety. The traffic control departments of the public security organs of the people’s governments at or above the county level shall be responsible for the road traffic safety management within their own administrative areas. The transportation and construction management departments of the people’s governments at or above the county level shall be responsible for the relevant road traffic work according to their respective responsibilities. 【Explanation】 This article is about road traffic safety management system.
