村民委员会,是村民们自我选举出来的“当家人”。村民委员会的选举必须坚持公开、公平、公正的原则,省人大常委会于1999年12月28日公布施行的《云南省村民委员会选举办法》,时其作了详细的规定,具体内容如下:选民登记有选举权和被选举权的村民应当在户籍所在地的村进行选民登记。有下列情形之一的,经村民选举委员会确认,可在经常居住地进行选民登记:(一)结婚后居住在配偶所在地,但户口未迁移的;
Villagers committees, the villagers are self-elected “family members ”. The election of village committees must adhere to the principle of openness, fairness and impartiality. When the Standing Committee of Provincial People’s Congress announced the “Measures for the Election of Villagers Committees of Yunnan Province” on December 28, 1999, it made detailed provisions as follows: Voters Villagers registered with the right to vote and to be elected shall register their electorate in the village where the household registration is located.
