早在1994年,当原国家科委组织实施火炬计划三周年时,邓小平同志曾欣然题词:“发展高科技,实现产业化。”正是在邓小平理论的指引下,我国火炬计划在推动高新技术商品化、产业化、国际化方面迈出了坚实的步伐。前不久,江泽民总书记在接见两院院士代表时发表重要讲话中强调指出:“我国要跟上世界科技进步的步伐,必须千方百计地加快组织创新,加快高新技术产业化。”
As early as 1994, when the former State Science and Technology Commission organized the third anniversary of the implementation of the Torch Plan, Comrade Deng Xiaoping once said with inscription: “Developing High-tech and Realizing Industrialization.” It is under the guidance of Deng Xiaoping Theory that China’s Torch Plan is promoting high-tech Commercialization, industrialization and internationalization have taken a solid step. Not long ago, General Secretary Jiang Zemin delivered an important speech in the meeting with the academicians of the two chambers: “To keep up with the pace of scientific and technological progress in the world, General Secretary Jiang Zemin must speed up organizational innovation by all means and speed up the industrialization of high and new technology.”
