湖南省郴县是国家教委确定的农村教育综合改革实验县之一。几年来,郴县县委、县政府坚持把教育放在优先发展的战略地位,坚持农村教育主要培养社会主义农村建设者的目标,实行文化教育和技术教育相结合,改革农村教育结构,形成了以九年制义务教育为基础、以中级职业技术教育为骨干、以乡农民文化技术学校为基地的“三教”统筹、互相沟通的教育网络。目前,全县中小学85％的校舍达到标准化、规范化要求,40％乡(镇)开始全面实施九年制义务教育,职业技术教育蓬勃发展,每个乡(镇)都办起了农民文化技术学校,全县有67％的农户主受到培训。
