生态文明是人类文明的最新形态,人民群众是这一文明形态的实践主体,真正跨入生态文明时代首先需要达成生态文明的民众共识。这是满足民众生态需求的要求,也是遵循马克思主义政党本质的要求,还是彰显社会主义制度优越性的要求,更是兑现中国共产党执政承诺的要求。生态文明达成民众共识至少要满足以下条件:民众生态文明意识的觉醒,生态执政成为中国共产党执政方式的主流,经济发展不再成为生态发展的主要影响因素,启动第一阶段的生态文明建设。
Ecological civilization is the latest form of human civilization, and the masses of the people are the main body of practice for this form of civilization. To truly enter the era of ecological civilization first of all needs to reach a consensus on ecological civilization. This is a requirement of satisfying people’s ecological needs, a requirement of following the essence of a Marxist party, or a requirement of demonstrating the superiority of the socialist system, and a requirement of fulfilling the CPC’s ruling commitment. Ecological civilizations reached a consensus on the following conditions at least: the awakening of people’s awareness of ecological civilization, ecological governance has become the mainstream of the CPC’s governing style, economic development is no longer a major factor in ecological development, start the first phase of ecological civilization.
