衡水湖位于河北省东南部的冀州市与桃城区之间,主要接纳滏阳河上游来水和周边各支流沥水,总面积75平方千米,对华北平原的可持续发展有着重要作用和意义。它承担着衡水市以及周边地区人们生活和发展所需的大部分水资源供应。虽然河北省乃至国家十分重视对衡水湖水域生态环境的保护问题,但衡水湖水域总体环境并没有得到有效改善。本文通过对衡水湖湿地保护存在的问题、原因进行分析,试图探寻找出衡水湖湿地水污染防治的法律方法,并提出相对应的法律对策。
Hengshui Lake is located between Jizhou and Taocheng District in southeastern Hebei Province. It mainly receives incoming water from the upper reaches of the Suyang River and various tributaries of the surrounding area for drainage. With a total area of 75 square kilometers, Hengshui Lake plays an important role in the sustainable development of the North China Plain. It undertakes most of the water supply for people’s life and development in Hengshui City and surrounding areas. Although Hebei Province and even the country attach great importance to the ecological environment protection of Hengshui Lake, the overall environment of Hengshui Lake has not been effectively improved. Through analyzing the problems and causes of Hengshui Lake wetland protection, this article tries to find out the legal methods to find out the prevention and control of water pollution in Hengshui Lake wetland and puts forward corresponding legal measures.
