In the “Decision of the CPC Central Committee and the Central Government on Several Important Issues concerning the Overall Deepening of Reform,” we specifically mentioned that we should “make overall arrangements for a balanced allocation of resources for compulsory education in urban and rural areas, standardize the construction of public schools and exchange visits among principals teachers.” The Opinions of Anhui Provincial People’s Government on Strengthening the Construction of Teaching Staff has also explicitly required that the system of rotation of teachers in primary and secondary schools should be improved. Focusing on promoting a balanced allocation of teachers in the counties and districts, we should promote regular exchanges among teachers in schools in the urban area and implement regular exchanges among teachers in rural school districts.
