现在,美国经济衰退的局面已经结束,需要制定旨在控制90年代世界经济的经济政策,拥有知识是世界经济主宰者必备的条件。善于创造新知识并使之转换成新技术和新产品的国家才能实现经济繁荣。在这种知识主导的经济中,政府应该增加对技术的研究经费,对科学家和技术人员提供巨额财政援助,实行旨在降低民间企业研究开发成本的税收制度。
Now that the economic recession in the United States is over, it is necessary to formulate economic policies aimed at controlling the world economy in the 1990s. Knowledge is the necessary condition for the world economy to regain control. Countries that are good at creating new knowledge and turning it into new technologies and new products can achieve economic prosperity. In this knowledge-led economy, the government should increase funding for technology research, provide huge financial assistance to scientists and technicians, and implement a tax system aimed at reducing the R & D costs of private enterprises.
