审查修改,简称审改,具体有三层含义:一为审查义,即审查错误缺点;二为改正义,即将错误缺点改为正确;三为修饰义,即润饰提高,使其臻于完善。以往对于公文处理的研究,只谈审核,而忽视了审改这一重要环节。审改公文不同于审核公文。审核公文是秘书层面的工作,一般公文可由秘书人员审核,为领导者简政;重要公文则需要领导者亲自审改。由于工作性质不同,所处的位置不同,秘书人员及相关部门起草、审核的公文不可能完全满足领导者和发文
