随着我国林权改革的深入,建立一套统计指标体系客观、系统、全面地反映我国森林灾害管理的开展情况,不仅有利于我国森林灾害管理工作的科学决策,也有利于我国林权改革配套制度的建立和完善,对我国森林资源的未来发展具有积极意义。但我国森林灾害统计中,病虫鼠害和气象灾害的统计相对薄弱,本文在分析我国森林灾害发生发展过程、森林灾害管理开展基本流程的基础上,从灾前、灾中、灾后出发,分别以灾害监测、灾害预防、减灾救灾、灾损评定、灾后恢复等方面为展开构建了我国森林病虫鼠害和气象灾害管理统计指标体系的基本框架。

Based on the analysis of the occurrence and development of forest disasters in our country and the basic flow of forest disasters management, this paper starts from the pre-disaster, post-disaster and post-disaster The basic framework of the statistical index system of forest pests, rodent pests and meteorological disasters management in our country is set out in disaster monitoring, disaster prevention, disaster reduction and disaster relief, disaster damage assessment and post-disaster recovery.
